Thanks everyone for all the responses. I think I will just tell her I thought about purchasing a wig. would she like to go with me. Once we are there I'm going to see if she will try on different wigs..thanks again..

Give her a style magazine or take her to the wig shop and pray she doesn't throw any of those rats at you.........J/K
Seriously, take her to the side and tell her that saw a wig or hairstyle that you think would look good on her.

If she's cool with her wig (i.e. not ashamed of it too much), then just go wig-shopping with her. Buy her a new wig which looks better on her, and which she likes just as much as you do.
Or you could do as others have said, and send her an anonymous e-mail via an address that she doesn't know.

pull her off to the side sometime and say, "I want to tell you something that you might not like to hear. You are an incredibly cute person, but you're wig looks like a rats nest. Would you like me to help you comb it out or anything?"

Be really nice about it. Tell her you don't want to hurt her felling but you think that it would do a lot for her apperance if she kept it a little tiddier.
She deserves to know the truth just don't be wierd about it try to act like it is a completely normal thing.

just go up to her and say,u know these people in here are talking about u and i think it's wrong and when she ask say oh they'll say like "Kendra's" wig looks like she has a rat's nest on her head.and then you say"that's why i don't like these people in here.

NO! dont do it. You think your being helpful. You want her to look good. But unless your her Mom, don't do it. She has to ask your opinion, and then it's about "well, thats not the style that would suit me" Not, MAN! your hair SUCKS. Let Ceaser be Ceaser and try to see the good, and tell her of that.
