Someone is using a calling card to call you.

Some phone numbers are for outgoing calls only, but normally that is what the message would say when you call back. Also if you have call privacy on your phone, the person calling can choose to unblock their number or they can key in the number they wish you to see on your call display. If you want to know which state the calls are coming from, you can look up the area code in your local phone book.

I've had this happen to me...its usually a corporation that is calling you to bug you...i wouldn't worry about it. if it is really important they'll call you back.
