I have a cat igloo where the litter is covered and the dog can't get in and garbage in the bathroom, he gets a light swat on the nose and the word, "no", everytime he takes something. But, after about 3 times of that, he leaves the trash alone.

When a dog or cat eats that it is usually because he is in need of PROTEIN.
Feed your dog with some protein (turkey necks, chicken or ground beef) mix with rice or noodles..... You will see, the doggie wont' do that no more. He is not getting sufficient protein.
Turkey necks are really good for dogs.

throw out your trash more often and clean your litter box every day. be a cleaner person becaue all dogs will do it unless you take the target away from their eye

You can't, unfotunately. Dogs like gross things. You just have to make it harder for him/her to get to them.
