What does this quote mean ?
It means the person that said this is an idiot !!
For anyone to think that "sin" can be "hid" or that sin commited in private is not sin shows this individual's ignorance of God's Law !! It also shows an arrogance on the part of the speaker--- to elude to their own view as a preemption of God's judgement of such matters !!!

And, the "public scandal" view here proves the person to be one of "image conscienceness" over ethics and integrity !! A public poiser as it were !!!
I wouldn't want this individual around me at all-- for they are or were far too manipulative and deceitful to be trusted !!!!!

It means that whoever said it doesn't think sinning alone or in private is a problem - the problem is created when your sin is known and / or broadcast to the public and becomes a scandal.
