You must cut their hair, it grows just as yours or mine grows.
Bring your baby to a groomer and take notes. Scissor cutting is generally how it's done. Ordinary clippers will only tangle in the dog's hair, if you use electric you will have to buy sheep clippers because the hair forms dreds like sheep wool.
I have two Bichons and groomed them myself for a few years but what a mess, and it took forever/
Also, your bichon needs to be bathed more often than other breeds as it's skin is a bit different. Your dog has hair not fur and has no natural dander and will only shed very little and not at all with regular grooming. And never have your Bichon's hair cut too short, their skin burns very easily.
My best advise is to have your dog professionally groomed. A groomer will remove the hair from the ear canals, clip the nails, brush their teeth, purge their anal glands, clip the hair between their toes, check for parasites and they know exactly what they are doing.

im a groomer. yes you cut there hair pretty much the same as a poodle. the face is trimmed different and you dont shave the feet. you should have it grommed at least every 6 weeks. back comb (comb toward the head) a couple of times a week.

Best let professionals handle the hair cutting. You need to brush him daily, and get a good comb to keep him from getting mats. I use a spray on "No More Tangles" Periodically, and the dog gets a bath whenever he needs it.

I have a dog like this and you can cut the hair and you need to brush it often and give it a bath every two months or so

The need regular trimming and grooming with a good shampoo about once a month or more if they are kept in the house.

Yes the Bichon should have it's hair cut and on a regular basis. They should be taken to the groomer in your area
