"Open maiden" means that there are no restrictions on the race. In order to promote the Throughbred breeding industry in some states, tracks are required to card some races restricted to horses bred (foaled) in that state that meet the official definitions of a state-bred horse. So you can have restricted maiden races: i.e., Cal-bred maidens (horses that meet the California state-bred requirements that have never won a race).
As a general rule, a state-bred restricted maiden race is going to have horses that are not of the same class as an open maiden race, but there can be exceptions.
To know what the precise restrictions of the race are, you have to read the conditions. To know how the race would compare to an open race of the same kind, it helps to have some familiarity with the overall racing program in the area.
