If it is new drywall, you will need to prime it before painting. If you are just repainting, then remove all nail, screws etc and fill the holes. You can wipe the walls down with a "swiffer" cleaner to remove any dust or cobwebs. If you have any trim, baseboards, windows etc, tape them off so you don't get the paint on them. Make sure to lay out plastic or newspapers to keep paint off of the floors and or furniture. Don't forget to remove wall plates and switch covers too. It helps if you still prime before painting. Have the primer tinted to match your paint. That way you get even coverage and better, more true color.

Scrape off old paper, best using a steamer. Be patient as it takes a long time and hard work. Fill in any holes or gouges with pollyfilla, when dry sand of any proud bits, and give it a quick light coat off watered emulsion.

It does really depend on the condition of the walls, if they are sound then just a prime of watered down emulsion would do, if they are dusty etc, then you should sand wash then seal with some sort of stabilising solution. All the best

If you hire builders/labourers to do it, make sure you stand behind and watch every move.
If you can, do most of it yourself, at least you will know you '
d put QUALITY in it. Builders/labourers work for MONEY.....:)
It's a hard job, but worth it!
