To answer your question, No to Bush and Yes to Blair - if he is found to be complicit in some terrorist plot past or present. Bush can't because he is an American citizen and thus would be given all the rights of any other citizen such as due process, habeas corpus and so on an so forth.

That would be the decision of the Iraqis since it was Bush and Blair that premptively invaded their country and dropped bombs that killed and wounded civilians. Bush and Blair exercised terrorism in the name of terrorism, so they should qualify to enter that base right?
