yes the boxer can dropped the title that he has won and thus does not have to pay the sanctioning fee if he wished to fight for another title. The title then become vacant and is then contested between the number one and two contenders in the rankings for that sanctioning body.

Yep, I remember Riddick Bowe tossing one title belt into a trash can out of fear of facing Lennox Lewis. Usally money fights cause boxers to choose between their title belt and a bigger pay day, so they vacate their titles to fight somebody else and forfiet the title.

He would be stripped of the title be refusing to defend it. The belt would then be available to the two highest rank fighters to fight it out between them.

Yes he can, but he has a certain amount of time to defend his title before he is stripped of it.
