I don't like going to a game without knowing at least one other person there. If you can't go to a friendly home game, go to a casino.

The best offline poker game is one that is A) close to home; B) within your stakes limits; C) frequented by good people and D) safe from the law.

Find or start a local game with friends and keep the game friendly and professional.

Best OFF-line?? As in no internet??
You can find a local home-game to play in at meetup.com. They have poker meetups with local people in your own surrounding towns.
If that doesn't work, you could get a PC game to play on your home computer. This would be just for fun with no money involved.
Good luck finding a game!

I think those other commentors misunderstood. I got a free copy of Daniel Negreanu's Stacked for the PC a while ago due to a website I own. I reviewed it and really enjoyed the game overall. Its very different than playing against live opponents, but the AI isn't that bad, actually. I'll include the link to my review below.
