I know she wants to say it to me, but I think she's waiting for me to say it first. Why girls? Why?

Because it's the stereotype! And girls always have the romantic idea that the guys will say it first. It's kind of the 'done thing' through history i'm pretty sure! But only say it if you really do love her - it would be awful to say it and not mean it, just cos you think it's what she wants to hear.

My fiance actually told me that she loved me first. I wanted to tell her so bad but I was too scared too. I didn't know exactly how she felt at the time but I knew I was "head over heels."

So one day on the phone she just blurted it out...very suddenly...kinda like that she couldn't hold it in anymore and like she wanted to say it while she had the courage.

I was so shocked that I ALMOST said "what did you say" but I didn't. But I didn't because I was SO afraid that if I did...she might not say it again. I truly wish I could have said it first...but at the time I was to afraid it would scare her away if she didnt have the same exact feelings. I am thankful EVERYDAY that she said it!

Love is the most basic need that we have. IF YOU LOVE HER....TELL HER!!! Don't play games...especially if you think she feels the same way!!! Sounds like you might be waiting for HER to say it. To kinda quote you, "Why boy? Why?

If you tell her first, she will NEVER forget it!!! I know I never will!!!

She may be a bit frightened and feels that you won't respond in kind, that is, the same way.

I've been in this very same predicament. It was solely because I did not know if she felt the same way or not.

Per your request, some girl will give better insight.

Good luck. Having a partner is really neat. Someone to walk with side by side, neither one ahead or behind the other, neither one above or below the other.

Side by side, equal partners sharing together.

when you say it first you are going out on the ledge for he or she and letting them know that there are feelings involved

if she says it 1st then you say i love you too, you're only saying it because she said it 1st. she wants you to say it 1st so she knows you mean it.
