I like bark, or bark mulch. *Not* redwood, but fir works great. It makes picking up poop easy, and eliminates odor..It is a natural pest repellent, so fleas and flies don't like it. It is also cheap! and goes a long way..You will find it at Walmart or rite-Aid, or any garden center. One bag of mulch will cover a 300 sq foot area.
Our local playgrounds use (large sized) wood chips. they are safe enough for pre-schoolers, and would make a durable ground cover.
