I have a laptop fan cooler connected to a USB port that keeps turing off showing a Power Surge on Hub warning. Can i increase the allowed power limit to prevent the fan turning off.

The USB specification lays down that a socket should be able to supply 500mA of current, If your cooler needs more than that it is not a compliant device and you should return it as not being suitable for purpose.

No. The limit is set there in order to not only protect any devices plugged into the port at that time, but also to protect the computer itself from potential power surges.
