First of all it's a safer car. There is a new energy absorbing foam in the door panels, higher ceiling allowing drivers to get in and out easier and they moved the driver's seat more to the center. The other thing it is supposed to do is level out the playing field a little between the big teams with richer owners and the smaller operations on a tighter budget. Because you won't have short track, intermmediate and super speedway cars (just the COT) it wil eliminate the need for so many cars (and the extra research and development) per team. The speeds of these cars will be a little slower on the short tracks and much slower on the other ones. What this should do is make all the cars closer in speed which makes for good racing and closer finishes. The drivers, in general, don't seem to like it that much yet because it doesn't handle as well or have as much grip as what they are used to. Like anything it will take time to adjust but the better drivers will still do well and not use it as an excuse for how they finish. If it keeps one driver from getting seriously injured or dying it is well worth it, the racing itself should be a secondary concern and I think it will work itself out in the end.

There is a saftey factor in the C O T that is animprovement.
The driver is closer to the middle of the car(4 inches).
The is an energy absorbant padding between the rollbars and the door skin.Plus the extra 4 inches in width and 2.5 inches higher is a safer situation for the driver and saftey crews attending to a driver.
That's all I have to say about that.

safety, more comfort on the driver's part(the roll cage is bigger and there is much more room in the car), fuel efficiency is an issue, control for NASCAR(allows NASCAR to have pretty much COMPLETE control over the teams), evening out the competition(bring up the middle class cars like Petty Enterprises closer to the best teams to give them a shot), publicity. Those all seem like reasons for it. It's a safer car and it's more comfortable inside the car(not for them to drive though) and it will help with the switchover to unleaded gas. NASCAR always wants complete control, and they have more than ever with the new car. Notice that many of the guys who like it are guys in the middle of the pack who want the competition evened out.... And of course it adds publicity, since many drivers hate it and are adamant about speaking against it. Controversy means publicity and publicity means money. And money is the root of all evil, or in this case, NASCAR.
