My tiel is 9 months old and says

pretty bird
good boy
step up
kiss kiss
cuddle cuddle
HI Dusty
Hello
G'morning
peek-a-boo

He mixes them up sometimes and says things like "good pretty boy" but he a pretty good grasp on the words meanings. When he says "kiss kiss" he'll follow it by a smootching sound, kiss whatever he can reach and then say, "good boy". When we open the cage, he says, "step up" as he lifts his stepping leg and then praises himself again. Peek-a-boo comes when he has his head under his wing, etc.

He also does perfect imitations of my laugh, and sneeze. He has a laugh of his own too, after much chatter he'll laugh, like he told a joke.

He wolf whistles, sings a few tunes and stuff like that too. Males are much more likely to talk than females, but that doesn't mean they WILL talk. Just that you have a slightly better chance.

It takes a lot of repeating easy words in an interesting (to them) voice to teach them.

Here's video of my baby, not all his phrases are included. I haven't caught him on video yet with the most recent ones, but it will give you an idea of what they sound like.

Absolutely. I've got one that wont shut up.
The parakeet has even learned to say everything the cockateil says (although not AS clearly).... I love em, but its a little annoying when your trying to watch American Idol. ;-)

OH, I almost forgot...males talk more than the females!
total opposite from the human world. lol

I was able to get my parakeet to talk and parakeets usually don't talk. It's all in how frequently you say the same thing to them. They will eventually pick it up, especially a cockatiel. Those birds would talk before a parakeet would. My bird would come out of the cage three times or more a day. So, the more you get to know your bird the more you will understand him/her.

There might be a few male cockatiels out there who say a word or two but this is rare. The male cockatiels can be taught to imitate whistling, though. Females cockatiels don't learn to talk or whistle.

Any parrot can learn to talk, but there are some species that are more likely to. Cockatiels are not known for their talking ability but they are good whistlers. Keep repeating whatever you want it to learn.

They are best at learning whistling songs.
