Not sure. I know the law in Illinois is that convicted felons can not have a FOID card....but, this is on their website...

Applicants who have been convicted of a felony are ineligible to receive a FOID card. However, an appeal procedure is available in accordance with 430 ILCS 65/10. Contact the ISP Firearms Services Bureau at (217) 782-7980 for further information.

foid card, why don't you ask the department of foid cards, only they would know.

Why do you want to live in Illinois anyway? They have the most restrictive gun laws in the country.
