The Plumber is charging enough and he can afford his own lunch. You should go ahead and eat your own lunch in another area of the house, then where he is working. No you do not offer him any food, and he will likely refuse. When you see his bill you will understand why.

You are paying the plumber to work in your home. You do not need to feed him while he is there. If he needs to eat, he should take a break and go get himself some lunch, off the clock. It is not considered rude at all to feed your family in your own home. It is considered polite to offer a drink (water, usually, nothing alcoholic).

It is nice of you to think of giving food to the plumber. I think you should feel free to go ahead and eat .. and offer him something. Most probably he will decline. But what matters is that you offered. And he will appreciate that. I think this isn't about 'rules' but more about being good-hearted and sensitive. or you could offer him some juice perhaps, so he can have something filling while he works.

You don't have to feed him, nor are you expected to offer him lunch, but you can if you want to.
He is a working man and he is doing his job. He will not be offended if you eat lunch and do not offer him food.
If you were at work and your coworkers were eating at their desk you wouldn't expect them to offer you lunch.

You should go about your business as usual. If your hungry, then eat. You're not obligated to feed the plumber. He should have either brought his lunch, or take a lunch break and go get himself lunch.
If you want to feed him, go ahead and offer. I'm sure it would be appreciated, but it's definitely not obligated.

you don't have to One time we had this cable guy and we were eating dinner at the time he came and I offered him some and he said Sure because it had been a long time since he had A home cooked meal. He was sweet and said thank you so many times and we enjoyed his company... you can always offer if you are willing to share.

I think it would be nice to at least offer him a bite. It is not expected and he will probably be appreciative, and he might say no too.
If you are afraid that he will charge you then keep track out his hrs. If it looks like he charged you for it deduct it from his pay.

Ask him, does he want to place an order WITH you. Meaning he pays, but you call it in.
Damn only in America would people question feeding another human being doing some work for them. He's not a slave... like he's going to think he's one of you now. Jeez
