The do not call list is a joke. You have caller ID I see. You can try two things. First call your phone company and ask them if they offer a service if you have their caller ID that automatically blocks calls with Unidentified, Unknown etc. If so that may be an inexpensive way to deal with the issue. If its more than that one inconsiderate SOB, you may want to consider buying the Personal Call screener as shown here.

This machine prevents the phone from even ringing and sends the offending call to nowhere!! If you have only one phone, just buy the main unit, if you have two phones, buy the package containing the main unit and one remote module. This thing is awesome!! Its pretty easy to use, you simply pick up your phone and dial a number you want to block, then hang up. Select an empty port as the destination and save to the database. You can also look at incomming calls and any number you want to block, select an empty port for a destination and save to the database. You can also program the unit to block all calls from a certain area code or prefix. So if you keep getting 800 or 888 solicitaions, block all 800 or 888 incoming calls and send them to the empty port. This is well worth the money if you are harrassed by a lot of crap calls. (Avoid telexzapper they can get around it.)

If the calls are frequent or particularly threatening, the phone company can set up a "Trap" on your phone line. The Trap allows the phone company to determine the telephone number from which the harassing calls originate. You must keep a log noting the time and date the harassing calls are received. Traps are usually set up for no more than two weeks. The phone company does not charge a fee for Traps.
A phone company service called Call Trace may also be able to help track down harassing calls. Immediately after receiving a harassing call, you enter the code *57 on your phone and the call is automatically traced (1157 on rotary phones). Call Trace is easier than using a Trap since the customer does not have to keep a phone log. But Call Trace technology works only within the local service area. (Look in the "Customer Guide" section of the phone book or the phone company's web site for a description of your local service area.)
Call Trace must be set up in advance by the individual receiving harassing calls, and it requires a fee for use. However, in situations where the phone company would ordinarily use a Trap, you might not be charged if the phone company suggests that Call Trace be used as an alternative. Be sure to ask.
The information collected from Call Trace or from a Trap is turned over to law enforcement personnel, not the customer. Law enforcement officers try to stop the harassing calls by either warning or arresting the harasser. With both Call Trace and a Trap, your phone conversations are not listened to or recorded by the phone company.

If you have an answering machine - check number before answering - if it is an "unkown caller" let the machine pick it up. If he does not leave a message, next time he calls and you answer hit the record button. Also you can call your phone company and tell them that you need your calls monitored because you believe you are being harassed and also notify the police. Keep tarack of all the times he calls again. They can put a trace on the calls coming into your house. So maybe next time he calls keep him on the line a little bit longer and try to get more info from him. But please do not give him any pertinent info about yourself - make things up.

If you are with BT I can give you a couple of options (if not contact your service provider for their equivalent).
First is Choose To Refuse - this is free for 1 month and if want to continue then 3.35/month or 10.05/quarter (you don't have to continue with it if you don't want to). This service allows you to type a code into your phone to block the last number that has called you (even if it's withheld/unknown - doesn't block international calls).
Second is service called Anonymous Call Rejection - this is 4/month or 12/quarter - this will automatically block any withheld number from calling you (again does not block international calls and some switchboards - example hospitals).
I take it that he does not give the name of the company he is calling from - so BT cannot trace this call. Other options to report to police and they will liaise with BT if they deem serious enough.

Either call your phone company and have your number changed or have the phone company block any calls that come from restricted numbers. That way, when he calls, since his number is restricted, if he wants to call he will have to call from an unrestricted phone number.

talk to you local police dept. This is not how bill collectors, or telemarketers are required by law to inquire about a individual. Also inquire into you identity it may have be stolen, you may need a protection order to stop and allow for possible prosecution of the crime being committed. May vary by state.

Next time he calls ask for his #, then id go ahead press harassment charges against him. If he doesnt give u his # try to find out what company he works for then look for the number and call them and let them know as well to see if they can do something about it, so you wont have to press charges.

When ID says "Unknown Caller", just don't answer the phone.
That's what I do. Isn't much you can do if ID doesn't show the #.
