All Yorkies are toy yorkies. The Yorkshire Terrier is part of the Toy Group.

Bad breeders breed super small dogs and sell them as "teacup" to people who don't do any homework or research.

It's entirely possible that your dog may only be 4 pounds when he's grown, but it's also possible that he'll be 20 lbs. With bad breeders, there is no way to tell. They generally breed dogs with health problems, which can affect growth, don't properly care for the dogs, which can affect the growth, and aren't honest about the sizes of the parents, which can contribute to size.

Some Yorkies can just stay tiny....but he still has lots of growing yet to do since he is only 3 months old. My Yorkie was very tiny also and now he is going on 2 and he is around 5 pounds but has learned not to get under our feet! He is one of the family and couldn't be without him!

If it's a purebreed Yorkshire Terrier (Yorkie) and not a mix, then you will need to watch where you are walking. Yorkshire Terriers only get to be around 7 pounds and 8 or 9 inches tall.
