can i plaster over expanding foam, its a small area about 5"sqr...thanks for advise

Sure you can. It's done expanding and is obviously dry. So you can fill it in. But personally, I'd find a little square of 1/2" or 3/8" drywall and glue it over the foam so that you don't have to fight so hard to get a nice smooth patch. You put it in place and let it dry, then go over it with a plaster blade and joint compound. You might need to build it up a little, but that's fine. Then when you get the right depth, sand it smooth. Just don't hang anything on that spot and you're fine.

If you put wire lath over it and attached it to something solid behind the foam. Yes

yes but make sure its dry then put a coat of pva glue on then use all in one bonding and finish plaster

as a quick fix yes but not long term....try using poly filler
