Watch TV in that language (like UniVision for Spanish), use everything online that you can get your hands on, go to the library and see what they have for free (video? audio? books? free classes?).

The best way is to live there among native speakers who speak little or no English. Next best, and to prepare for going there, is the Rosetta Stone CD program, you can buy one for almost any language, although it is expensive.

I just do a google search on learn German free or learn Spanish or whatever and pick out one of them that offer audio so you can hear the words spoken. Work with common sayings is the best course....because how often are you going to use eloquent words? even in English? You work with the basics. "I'm awake. Am hungry. Gotta go to work. Home dear. Tough day. Going to bed. If you say so. Thanks, No thanks. Goodbye." Covers most of the time.

look up an agency of foreign support or aid group in your neighbourhood ,
volunteer your time with the understanding you wish to learn a new language, although you may have to work as a volunteer its the best way i know it will be for free.

Most cities have a clubs or agencies to welcome/assist immigrants. Find one for the language you want to learn and tutor them in English while they tutor you in their language.
