if you have a multiple install liscense you can install it on more than one computer, but a lot of times you will only have a liscense where you can only activate it once, so i suggest you check that before you buy

Nope one copy on each computer Windows XP and Vista (don't buy the basic!). Because you must activate Windows and only one computer can use the product key. Activation sends them unqiue stuff about your computer like it's processor, MAC address, etc. so it's linked to only one computer.
Try ubuntu.

u can buy a multiple license copy of windows and install it on both the computers...make sure u buy the bundled multiple license copy.

you can buy one disk but you'll have to purchase two licenses to install on two computers

Not legally, though you'd probably be able to get away with it with XP, but not vista.
If you dont want to buy an OS you can always use linux.

you will choose dell drivers. to make it 'criminal' consistent with say you may opt to have a COA and you should establish with any disc. the eco-friendly Dell XP professional cd's do no longer ask for a cd-key
