In-cabin is restricted to dogs that will fit in the "Sherpa"-type carry-on bags (generally under 20 lbs.). Otherwise, as greekman said, only Service Dogs are allowed in the cabin.
There is a $50 fee, and they do limit the number of animals that can be flown in the cabin on each flight -- so let them know soon! Here's all of the info:

If it's a Delta flight then that's different. When you do a flight from Europe then there is a weight restriction and it's 5lbs.

with delta you have to be able to fit the dog in a carry on baggage size carrier, one thing that i point out is when they give you the fee it is for one way on one plane if there are multiple stops that is a fee for every stop. i got caught with that when i flew to boston. there is no weight restriction, there is only a size.

They lied to you. Only legitimate service dogs are allowed in the cabin. Oh, and no drugs dogs allowed in the cabin either. Go figure.

Yep they must fit in the underseat bags and Usually they can't be SQUeezing in that bag either, it's gotta be roomy for them.
