first of all, i don't know exactly what you're trying to say, because I can't understand you. If you're asking if you should/shouldn't bleach the hair on your face, then no... you shouldnt. try deplitory creams to get the hair to go away, but bleaching can cause problems with your skin, and if you get it in your eyes, you can go blind, or lose all of your color-vision.

second, if youre talking about coloring your hair on your skin, then dont. get it professionally done.... if you have to. if you're bleaching your eyebrows or facial hair, then remember that your eyebrows actually fall out in 3-5 weeks.... they continually grow and fall out. it isn't worth it. And do not scrub your skin before you do any kind of coloring. it may stain your skin.

if you're not talking about hair, then why would you want to bleach your skin? that's horrible for your skin.

u can bleach ur skin after every 22 days...but don't srub ur skin atleast 1day before and 1day later of bleaching even with a normal sruber. i think "jolen" is a good bleach.
