Question about flying a dog from Kodiak (ADQ) to Dulles Airport (IAD)?

I have a dog that I need to fly from Kodiak Island to DC. Usually this would cost around $900, but I have heard rumors of a flight that goes straight (no stops) from here to DC twice a year, and only charges $130 for a pet. Does anyone know anything else about this flight, when it flies or who flies it? I really want to get my dog on this flight.

Sorry I have not heard of any airline. The only thing I can think of is maybe a military transport that would go non stop.
I know there is a Coast Guard installation there - may be worth checking to see if they do this.
