If you are looking for strictly spring like weather, I'd say your choice is localized to some areas of California based on your list of activites; but obviously, even then, that doesn't always hold true.
However, you will then be struggling with the hordes of people who flock there due to the nice weather, as well as insanely high costs of living due to the hordes of people who flock there due to the nice weather.
I'd focus more on the activities you like to do; or that you want to get into, and make your choice from there. There are certainly great areas for different sports; the south (TN, KY, especially) has some great caving opportunities, as well as CA, CO, NM, SD and others. Those are just the ones I'm aware of.
There is great climbing in many states too: KY (Daniel Boone), CO (all over), CA (Joshua, Sierras, etc), UT (mostly sandstone though), etc.
Hiking and running opportunities are everywhere. Just depends on what you want to see while doing them. (Mountains, mesas, slickrock, etc.)
Mountain biking can be done in most places too. The most well known places are Moab, UT and Fruita, CO; but there is good biking in many states. I've biked in most states, and liked each for what they had to offer.
The other thing that was important to me, when I was looking where to live, was the overall attitude of the people there. Don't overlook this importance. I've been to all 50 states and scouted the "best of" states where I thought I might want to live on a four month scouting trip; and chose Colorado to live. It fit what I was looking for best, and I haven't regretted it for a minute. Sure, we do have winters here; but that offers things unique to a winter environment; for example, ice climbing.

I like NC. Even in the middle of the state you are within a 2 hours drive of the mountains (rock climbing, caving, hiking, and winter skiiing) and also within 2 hours of the beach for fishing, surfing, kayaking, and beach activities. The temperature is moderate with some snow in the mountains in winter and some hot summers. Good all around activities even in the middle of the state with many national forests and rivers.

I suggest the central south mountain areas. The caves seem warmer in winter and happily cooler at high summer. Start in
the Georgia highlands north to West Virginia or thereabouts.
Try boating in the Tennessee Snail Shell Cave System. Try
not to get wasted by the back-country pot farmers.
