He could.
But that would eliminate free will, which is required for us to love God.
God wants a relationship with us, not for us to just blindly follow in a world of no sin.
If we are lucky and do the right things, we will get to Heaven and there will be no more Evil nonsense there.

So that all that do not live by his word and believe in him can be punished. Why should the bad people get to go to heaven too? What would be the point of having to live right and holy if there was no hell?

We are here to learn, to build our spirits full of Knowledge and Of God's wisdom since it's unlimited. God wants us to learn of him, there is a lot to learn, we are just learning the basics here on this planet. God wants us to go to him, trust him, and build your faith as you go, and he would give you proof.
The good and evil is to do with learning and free will. We can have, positive learning from negatives, If we are understanding and better ourselves by learning through our mistakes.

God is like a parent who on purpose leaves deadly drags where a baby can get them. So that the baby could have a CHOICE to kill itself. Because that parent loves that baby that much. Duh.
