Sweetie,just because they are classified as "strange" doesnt mean they arent human.She is a human,and she has feelings as well.Sitting next to her isnt considered rude.An example of being rude would be,if that was the only seat left on the bus,and you see it,but snub her and wont sit in it because she is sitting in the seat beside it.Secondly,What is considered normal anyway?We have a little "strange" in all of us.There is no such thing as "normal".
If you are using "strange" in the context of you not knowing her.No,it still isnt rude.No one really knows anyone on a public bus anyway,unless you are riding together.Sit in the seat and just focus on getting where you need to go!Good luck hun,and have a good day!!

Additional comments:
Everyone is correct, of course. there is absolutely nothing wrong with sitting next to a female; if your intentions are to be annoying or obnoxious then perhaps you should sit elsewhere. But if you paid your fare, you are entitled to sit in any vacant seat, no matter who it is next to.

No it isn't rude, however if the bus or train is completely empty, it might seem a little odd.
