cuba is multiracial, but most of the cubans that get to reach the states are white.
so i bet racism is part of the issue.
anyways, the major reason is that cuba is a communist dictatorship, and unlike the other dictatorships in latin america it was not set up by the cia.

How strange- this is the third question I have seen on this exact topic in less than 5 minutes.
Racist policy or not- it is our government's policy.
Quite frankly I think they should all be sent back until they can demonstrate the ability to respect the immigration laws of this country.
How can we as a people pick and choose who must follow immigration policy?
The Cubans come here illegally and are granted political asylum.
A Mexican can cross the Southern border and everyone turns a blind eye, once deported they can return on foot as many times as they need to to fill up their bank account.
But a Haitian? Ship him home to starve- nobody stands up for him.
What gives?
I don't know, I can only say in order for a policy to be fair it must apply to ALL.
Edit: Someone mentioned that Haiti had a really high mortality rate due to HIV- I posted a link to an article that addresses issues discovered during Haiti's 1st census in 24 years that was completed in 2006
Be an American first or not at all.

I saw this question 3 times today. It is not a racist policy there are just as many blacks in Cuba as in Haiti. It's the government's policy.

Beats me. Maybe it's to spite Fidel, what with all the bad relations between his government and the US. Of course, Haitians aren't the only ones who get deported, and many other Latin countries have a higher percentage of whites than Cuba. Hence, I don't think you can peg it on racism.
BTW, I'm assuming you're asking this because of the article about 101 Haitians making it to Florida.

Because Cubans have been granted refugee status.
It's not a racial policy, most people can't tell a Cuban from a Haitian upon first glance, we consider them both hispanic.
It's based on what nation is being left.

Maybe because Haiti's population is a major carrier of Hepatitis and HIV. It is not the US's responsibility to take in every stray that comes here illegally. Cubans who reach US soil are allowed to apply for political asylum, however they are not automatically granted citizenship.

Clinton established it. I too beleive it's strange that Cubans can go the "wet foot dry foot" route or that they basicly allow Mexicans stay that make it across the border but not others. It's not consistant in the enforcement. That's what leads me to assume there's more to the picture than they want us to know.

I has nothing to do with if one country is "better off". The only reason is because Cuba is communist.

I agree. I think the Cubans are sneekier than the Haitians...that's why the Cubans don't get caught as often
