I highly doubt its because he can't afford it. He just wants to have his cake and eat it too. I would say it is most defiantly time to move on. And this time try not to find someone who isn't fully divorced.

its his way of saying he cant committ to you... why would u want to have a relationship with a married guy.... tell him to borrow the money... credit cards, bank... theres always a way to find the money to get ur life back ...... as long as hes married I would deff move on....

ask him to sit down and show you why he cant 'afford' it.
if it's all about money...he should be able to show that on paper. call his bluff. peace
