.
When I turn it on, the boot up information shows on my monitor, but then NOTHING. Windows does not come up and the monitor is blank. I know it's not the monitor, because I can obviously see the boot sequence (is that the right term?) What could be the problem?

ALSO, when I turn it on, it makes a sound.....don't know how to describe it, but it kind of makes "scanning" sounds. It's weird.......

Sounds like a problem with the hard drive itself, especially if you hear a "grinding noise" when it's booting. But let's take it a step at a time, since it could be so many different things. This is what I would do if I had it here:
1) See if you can boot in Safe Mode. If you can, the hard drive is probably okay, and your problem is a software issue.
Could be a virus or a missing or corrupt file in the op system.
Or it could be a software conflict with another program. Have you installed anything new recently (hardware or software?). If you have, try removing it, then reboot.
2) If you cannot boot in Safe Mode, it still could be a software issue. Try booting with your op system install disk. If that seems to work, try re-installing the op system. Be careful NOT to format your hard drive. Most versions of Windows allows you to re-install the op system to repair it rather than replace it. Just be careful and read all options before you make any decisions.
3) If repairing the op system does not work, your problem may really be your hard drive. Most hard drives do not die immediately, however. They may appear dead, but if you try to boot up several times, they may revive long enough to give you time to backup any data you need. Sometimes, tapping the hard drive with the handle of a screwdriver will free up stuck parts and revive it long enough to grab important data. If it is a hard drive problem, copy all important data as quick as you can, because it will die eventually.
4) If nothing helps, try removing all RAM sticks, then replace only one stick at a time. A bad stick of RAM can shut down your computer without warning.
5) If you're pretty sure your RAM is okay, try disconnecting everything inside and then re-attach only the hard drive. No CD-Rom or floppy, etc. Be careful to put everything back the way it should be, or you'll end up more problems than you had before.

It sounds like the C: drive isn't set up properly. The easiest way would be to try to reinstall windows from scratch.
If you have data that you really want to save, the best way to do it is to find another hard drive. Then reinstall windows on that one and make your current c: drive a "slave" by changing the shorting pins on the rear of the drive.
I personally always have a spare drive that I can do this with and then copy over to the new C: drive those files that I need and then I reinstall windows on the old drive.
The only draw back is one has to reinstall all of the programs.
Another way in some computers is using the manufacturer's restore disc. Compac and other manufacturers supply this disc with a new computer. It will restore windows to whatever original version that you had when you purchased it. You then will have to use Windows Update to update windows from the original version to the current one through all of Microsoft's updates.

You might have a registry problem, meaning that windows does not know that it should load. It could also be a problem with your hard drive. Try booting in what is called "safe mode". It could also be your graphics card is not working properly. If you have installed a new monitor recently, check the connector for bent pins. If you have been inside the case, sometimes a hard drive can become partially disconnected.

As you are able to see the boot sequence, the problem is not with your monitor. There would be two reasons-
1) Operating system files are erased/corrupted
2) some thing wrong with boot sequence.
Re install the operating and system and check.

Sounds like window is not booting up for what ever reason i am not sure of at this point. Try to press f8 on boot up and start your computer up in safe mode. If your able to do this i would run a full virus and spyware scan.

you can try first putting the CD boot disk or the restoration disk in, and booting up, it should read from the disk, if it doesn't, go into the bios and change the boot sequence to make sure it is reading the cd (or floopy) depending on which you are using

open the case on your computer and make sure all the cables are tight. then go into your BIOS and see if it recognizes the drive. from there, boot off an install cd and attempt a repair of the OS

Either the system files might be corrupted or the RAM is not working properly.
You should format your computer at the earliest or it may create bigger problems.
