the skin is thicker, it has more skin cells there. more skin cells that stay there and are dying cause it to be darker. when you stretch your skin is closer together so it looks darker than when its all spred apart.

if it bothers you you can exfoliate your knees and elbow that will lighten the color.

I don't know but, I will make a guess. Maybe it's because the skin there is thicker than the rest and there happen to be a lot of dead cells there as well, because of that maybe the light is not reflected the same way. The dead cells also absorb the dirt more I think. But my knees and elbows are the same color.
