By law, a border guard can ask for proof of citizenship (the birth certificate or a passport is acceptable documentation for this), AND a photo ID (a passport, driver's license, or military ID are the only accpetable alternatives).

However, most will simply ask you where you're from and where you're headed - in the case of young children, they'll probably be satisfied with the proof of citizenship.

In the near future (January 2008 or so), ALL travelers will require a passport to enter the US ... and, as a result, Canada and Mexico. It will be the ONLY permissible document - if you (or your children) haven't got one, the individual(s) without documentation will be turned away at the border.

You can get through with birth certificates as long as both parents are present.

If both birth parents are not traveling, you also need custody papers and/or written permission from the other parent.

Yeah. A birth certificate should be good enough. Basically at the border they just want you to prove you are the child's parent... they just don't want any kidnappers fleeing into the country.
