The only foolproof way is to get a cover/hood for your tank.
Most tanks should have a hood on them anyway - to keep in warmth, keep out debris, and prevent evaporation of the water. You can buy clamps to keep the hood closed when you are not using it.
They are very cheap - just take some measurements of your tank and go to Petco, or your local pet shop. They also sell wire tops for reptile/small animal cages, though these are not suggested for fish tanks for the reasons stated above.

Get a hood for the tank then let the cat enjoy the view. My cat sits for hours watching my fish. She sometimes "attacks" the glass but the hood keeps her and the fish safe.

well, for one thing, try getting a lid for your fish tank that has webbing, like a screen door. also make sure it wont be able to be pushed off by the cat. keep a water gun or squirt bottle by the tank, and give a good squirt to your cat every time it goes for the fish. cats hate water, and it will soon learn its lesson, even if its not on the very first time. it wont hurt your cat at all.

Most fish tanks are manufactured with a top in mind. Purchase the one for your tank. If it has one put a brick on it to keep the cat from lifting it.

get a cover for the tank and a squirt bottle for the cat when he gets up on the tank. Mine used to try and get the fish but now she paws at the aquarium from the glass

We use the top of our fish tank like a bookcase! Unless they grow thumbs, they're not getting in!! I think the fish know this and taunt the cats!

The tank should be covered.
My cat gets up on my tank and watches the fishes and does try to snag one. I don't worry, I just enjoy watching her attempts that always fail. She has no claws.
