There is only two reasons that anybody would look at somebody the way you had described.
1. They're romatically interested, somewhat.
2. Something is wrong with your look and they just keep looking.
In your case, it could be either one of them; since there weren't more fact or dialogues between the two of you to tip the scare to one side. Maybe if you had made some move toward her to see whether she was interested in you or not.
You can still find out, just go and make small talks with her the next time you see her around. It should give you more insight to how she feels about you.

She's curious....
Anyone who's looking at you or any person you see looking at you are somewhat like to know you without personal communication. She's indeed wants to know you but her inferiority complex always comes out. Curiosity always comes first in every acquaintance. She may also think that you are into her 'cause she could also see you glance to her. Don't make yourself more confused and create more doubts. Approach is the next step after curiosity. If you will skip this step or neglect, you will no longer have the chance to answer your own personal doubts. You are not paranoid. Every one has fantasies. If you think you are imagining things, confront her immediately. If she dumps you then it's not the end of the world, still go on with your life.

Maybe you looked like someone she knew? Or maybe you are attractive, just because someone is attractive doesn't mean everyone wants to have sex with them....
You can be attractive and desirable.
Or you could have been talking in class and she found it rude and perhaps looking at you would cause you to feel guilt.
Either way does it really matter?

Dont go there !!! dont even think about it !!! bad move !!! if you are right then you open up a can of worms that is bigger than you could ever think and if you are wrong you look like a toss. Either way you will lose in the end.

Were you in a College class or High School class? Either way if she got involved with you she could lose her job, so I doubt she would be interested, but then that stuff is always in the news.

I'm sure she's aware that she really can't be into a student. Were you behaving badly? If so, she was giving you that "evil" look. Were you behaving really well? If so, she was giving you that "what a nice young man" look. Were you flirting with her? If so, she was giving you that "he is kind of cute" look.

Shes a teacher, and as you say, she was only a substitute, so it was one of the first times she met you. I doubt she had a thing for you lol!

i think it's best if you ask her directly.
question is, are YOU into her? if so, then take the 1st step. but if you're not up for it, then forget it. there's also the possibility that she noticed something (with what you're wearing, how your hair was, was there food/dirt on your face, etc) at that time that's why she was looking at you.
