Start walking them both separately so that you can train them one at a time. If they bark while walking stop and tell them "shh" or "quiet" then reward them with a treat when they are quiet. Getting them spayed and neutered will also help, it will cause the male not to grow up and wander away and the female will be more relaxed. Walk them each at least twice a day and be very consistent with the training. When you can walk them together again make sure you keep up the training.

hard to say exactly without seeing how you handle your dogs, but I would say you should watch the dog whisperer and pick up some hints he deals with this problem all the time. Dont know if you get him or not on satalite. But one of the things he tells people that solve most of their issues is to be calm/assertive. In other words you need to be calm inside because they pick up on your nerves and how you feel. So much depends on the owner it is incredible.

Dogs are very territorial, thats why they bark at things passing by, no matter where you are. I would suggest an obedience class of some sort, one that you can take with them so they know to listen to you and your the "alpha dog"

They're being possessive and territorial of you -- and the mother is teaching her son bad habits!
I'd look into one of the gentle muzzle leashes while walking, in case the territorial feelings get aggressive. And then I'd look for some training to get them out of this habit. It's not cute, it's borderline aggressive behavior.

if they are on leashes you should hold them still and tell them no--do not continue your walk...and make them sit. Dog's have a hard time doing 2 things at once...so if you are making them sit still they will less likely bark. Show them you are in charge and be extremely firm. After they quiet down give them a treat.

she probably thinks everything is a threat to her new baby!! its sweet actually. just let her do it, but if it embarsses you, take them to a less populated street or park.
