i own a shop and it means its been looked over and they certify it as being ok,but don't let this fool you it doesn't mean its in good shape,it doesn't have to be in the best of shape to pass there inspection,good luck i hope this helps.

Many states require an annual safety and emissions inspection. They are just telling you it has passed, and has an up to date inspection sticker.

Inspected by Whom. If it was inspected by me it would not be worth very much cuz I don't know much about cars.

just another way of saying that it went thru a mechanic inspection and found everything works properly, thats all...
