The brown part of the white rice has been removed to give it the white color. All of the nutrients and good stuff have been removed with the brown outer layer. Therefore, some nutrients have been replaced to make up for the lost. Therefore, the brown rice is the natural, whole good stuff. Rice is a good option, maybe not for every meal, but because it's very healthy and cheap.
Since there is no major processing done with white potatoes, I'm confused as to how it's a "bad" carb. The way I see it, it's has been grown in the ground and picked. I think there are more natual sugars in a white potato, but it's not processed and chemicalized and man made like the sugars in, say, a candy bar, or a Hostess snack.
In additon to the sites below, I found several sites with information on "whole grains" (the prhase I used to do the Yahoo! search). I also found what I thought to be some good sites for information on "+nutrients in a potato" besides the one I listed below. (Some interesting looking sites also came up with "nutrients in a potato", but I've not got time too look at those. I wanted to also do a search for "potato nutrition", but as I've said, I don't have the time now.(I plan on further looking at the whole griains sites later.)

Definitely bad carb. Only brown rice is a good carb. White rice is a bad carb like potatos. However, sweet potatos are o.k..

White rice is a "bad" carb. It's okay to have once in awhile, but not with every meal. Brown, long grain or wild rice is a much healthier choice and even these shouldn't be eaten with every meal.

It's a bad carb because it's a complex one, which is harder for your body to use and burn as energy. Brown rice is much better for you, just as whole wheat is better than white bread. In general, any brown food rich in carbs is better than the white version.
