Neither, it is the fault of ourselves for not dealing with the source of suffering for ourselves and for the benefit of others. Instead of looking for a scapegoat we should be looking for a solution.

Statistically and Historically, men have caused all the suffering and chaos. How man loves his war god. To say that a women, or group of woman, has caused all the suffering that humanity has experienced, is to deny reality. To say it is the womans fault is Blasphemy as far as I'm concerned. And to just believe the lie, when true facts prove otherwise, is to live in a world shrouded in darkness. You only gave two choices for your question, they are both woman. Do you also believe and propagate the Lie?
My answer is neither, men are at fault for all human suffering, though they may have hair like womans hair, and wear the womens garb such as breastplates.

Human selfishness is responsible for most of the suffering with which humans have to contend.
But Pandora didn't help by opening that damned cask.

Zeus, his the one who made big deal out of it not Pandora. Same goes for the other story, Jehovah is wrong for punishing humans.
I can't really understand why woman gets blamed for evil, how many wars did woman start. How many woman are fighting wars right now? All humans possess both good and evil qualities. Some people give the image of 'good' but practice evil, others give the image of 'evil' but practice good and others are in the middle.
