The Administrator for most people has a blank password. If it was from someone else and they didn't provide you the password, then you'll either need to get it, reinstall windows or use something like a boot disk with either Offline NT or Ultimate Boot CD, which has offline nt on it as well.
Issues with Offline NT is the potential issues of harming the SAM hive, but that can be restored through Use Last known good, or going through the recovery console, but you wouldn't be able to get there without the password.
Likely you are inside normal mode, you can try going into safe mode (provided link) and clicking on or entering the Administrator account. Again, try a blank password, or if you went through the earlier boot cd searches, you'll have nulled out the password that way.
Safest way would be either re-installing or asking for the password if it is not blank, 12345, admin, password, or any other easy to remember password.

What that means if the user account that you are logged in as does not have administrative rights. If you do not know the password to the administrative account, contact the original owner to get the password. Or if you have the software restore CD you may just reformat and put windows on clean.

You need to be logged in as administrator to do any updates, try just reinstalling the entire OS and you will be the admin of the pc by default

You need to sign in as the administrator. May need the password. If you have the windows cd and can't find any other way, just reinstall windows.

On the "Control Panel" page, go to User accounts and find who the administrator is. From that user account, you can change things. Later, you can change the administrator to any user.
