When asbestos is disturbed the fibers are spread throughout the room; that is when it becomes dangerous. So why don't people just cover it? It saves a lot of money and your'e not putting yourself at risk for asbestos inhalation.

There are several ways to deal with asbestos in the home/office. The best and final answer is to remove it. We do that for "friable" (crumbles easily) materials like popcorn ceilings and thermal insulation. Non friable materials like floor tiles, mastic etc can be left in place iwth a "no sanding" warning. We also "encapsulate" some areas with a protective coating. So each situation is handled differently based on the associated risk, budget, etc.

Sometimes the option is to leave it but care has to be taken that no-one goes along in the future and cuts it during remodeling and creating airborne particulates.

Not everyone wants the large notice stickers all over the walls warning of asbestos hazard that some authorities insist on when it is left.

Somewhere along the line someone is gonna get into it, remodeling etc. and have to deal with the dangerous stuff. In other words, somebody's gotta do it.
