The best exercise to tighten those lower abs would be flutter kicks. Lay on your back, legs straight out in front of you, raise them 4-6 inches off the ground hold them for 30seconds to a minute;depending on your level do 3 to 4 sets gradually increasing the time. You can also "flutter" them; move them up and down(like walking in the air) In order to get the best results, it would be better to work all of your abs and your whole body. If you work just one part of your body that part may get somewhat stronger/more toned, but you won't have the results you would if you worked the whole body.

no such thing as the lower abdominals. the rectus abdominis (RA) is one muscle that runs from the pubis to the xipoid process. a muscle either contracts as a whole or not at all. that being the case you can not isolate part of a muscle either. the most effective way to stimulate a muscle is to exercise it through it's entire range of motion. leg lifts, flutter kicks, etc. only stimulate the RA isometrically and the muscles of the hip flexors do the majority of the work with those types of exercises. don't use isolated fatigue to gauge the mechanics of an exercise.

reverse crunches...lie down on your back hands on your sides, palm facing ground.
Now lift both your legs straight till they are perpendicular to the ground
Come back to the original position...do it again
Try it with bent legs if you find doin it with straight legs to be too tough and eventually proceed to straight legs when your lower abs are powerful enuf.

Crunches, yes, but you need to lose body fat if you want a six pack. You can do exercises for your stomach all day long and still have a gut. Stomach fat goes when you lose weight, not by doing crunches.
