I do not think that they will cause a loss of species. The size of the habitats may be reduced but there are enough protected areas in the US to sustain most of the now endangered species.

This proposal is dead on arrival, and its surprising this even made the news. An internal document within the Fish & Wildlife Service doesn't mean anything - Fish & Wildlife service employees can't change laws - only Congress has that authority. The present Congress, controlled by Democrats, voiced very strong opposition to most of the features in the document cited in the article, so there isn't even a remote chance this document would even make it to the floor for discussion.
