First let me say I think it's commendable of you to consider their feelings in this. I think that since there was no hard feelings between the two women - you didn't date them simultaneously or cheat with one behind the other's back, then there should be no reason not to invite them both. The ex has moved on to another relationship, even if they aren't still together, that means she's not hung up on you and is capable of being your friend, and the newer interest should not have any insecurities as you are definitely seeking her company for the evening and perhaps beyond. I think this is the healthiest situation I've heard of (especially on Answers) in a long while. Kudos for being mature adults.

It really depends on how jealous the 2 ex's are?
You might not feel awkward at the thoguht of these 2 women at your party, but it's very different for women.
Generally I don't have a problem with my boyfriend's ex's, they will never be amoung my friends but I would never be nasty to them simply because of who they dated in the past.
However, not all women are like this. many are bitchy and catty, some insecure, and your potential future love might be sizing herself up to the ex, possibly causing future anguish and jealousy, and problems for your relationship.
The best thing to do is to discuss it with the 2 women, tell them that you are considering inviting the other and see what the reaction is. If you genuinely think they will both be ok, and not just saying it's ok for your sake, then go ahead.

When you invite your ex, include the person she is/was seeing in the invite. She'll tell you whether they're still together or not. At that point, you can mention that you've invited someone you're interested in, and ask if that would make her uncomfortable. You'll get all the information you need that way!
