photoshop will do all that. Although it's very expensive.. If you have a scanner it should come with some basic photo editing software. Depending where the date is, it can be an easy talk. If the date is on something blank then you could even use the built in photo editing program with windows xp. Just right click on the image, select edit, then have a play. Remember to save the updated image under a different filename "Save as" not just save so that you don't overwrite the original.

If you want to remove the date, you could use Microsoft Paint and use the eraser, or you could use something like Google Picasa to crop your photo.
You could use this website http://www.phixr.com/ so that you don't need to install any software onto your PC. You would just need to upload it and then you can edit your photo.
If you want to do much more complex types of manipulations, you can use Adobe Photoshop or a free software called GIMP.

There is a great open source program called gimp. It has much of the functionality of photoshop but without the big $$ price tag. It is opensource and therefore free to use. www.gimp.org.

You can either use Paint shop pro or Adobe Photo shop. You can manipulate photos with the software and even remove items or modify them. You can download trial versions on their web sites and even catch a deal on eBay for the software.
I started out with Paint shop pro and have moved onto Adobe, but Adobe is much more expensive (that's where eBay comes into play).
