Me and my boyfriend have been dating for about 17 months now and he says that I never communicate with him and its ruining our relationship.
So How do I communicate with him without arguing?

Share your inner most feelings. be open to him and let him know how u feel about things. express yourself and tell him how much you love him. If you're feeling down or upset, make sure he's the one you tell all about it, guys love it when they think you need them and they can help you.

How often do you talk ?
What do you talk about ?
What is your tone of voice when you talk ?
Do you stay calm and talk in a respectful and loving way ?
A relationship requires patience, understanding, truth, honesty, trust (very important), and open discussion.

if there's a problem talk about it. and provide honest self disclosure, don't be so quick to point out his faults. tell him how you feel. how you contribute to the problem. what you can do. communication is key, it can ruin anything if not done properly.
