Well, I am going to define things a little bit more finely ....
MS Word, Corel Word Perfect, and similar programs are Word Processing programs. Word Processing programs do a wide range of tasks, from basic document writing and editing, to creating forms, cards, tables, charts, and so much more.
Wordpad, Notepad and programs like that are text editors. They are far more basic, and generally used for writing code, taking quick notes while using the computer, and typing simple items. They don't have the formatting and other advanced options of the Word Processors.
A text writer ... honestly I have never heard the term, but I would guess it would be the same as text editor is used, just another name for a very basic program.

A text writer is much easier and simpler, and does not contain a lot of advanced features, such as Notepad. A text editor, on the other hand, is more advanced, such as Word. Something as Wordpad is in the middle.

hardly any difference..
both are same
examples are notepad, word, wordpad, vi, emacs etc...
word is a text editor..
the term text writer is not used much...
