If you are disconnected as soon as you answer, it means it is an automatic dialer.
Telephone sales companies use these machines - they dial hundreds of numbers at a time, and connect anyone who answers to an operator. If an operator isn't available, they just hang up on you! 08000 numbers were introduced a few years ago, due to number shortages. It's just a variety of 0800 - freephone number, which meant that the newer numbers issued were longer than before. Think of how 071 numbers became 0207 etc.
Mostly 0800 numbers, including 08000 numbers are used by businesses. You can't be charged for calling to them*, but it does reveal your number, potentially, to them, if you call them back. (Some phone networks do charge for most 0800 calls, such as mobile phone co's)
The Telephone Preference Service in the UK is a good scheme to join, as Telemarketing co's have to exclude calls to customers numbers that are listed with TPS. You can log mobile and landline numbers with them see http://www.tpsonline.org.uk/tps for more info and to subscrive - FREE - online.
You are unlikely to be able to find out the user of the line, as all such details are covered by the Data Protection Act which telecom's networks are bound by.
I would start by contacting your telephone line provider and discussing options with them - they may suggest changing your phone number, which is hardly convenient.

Norally it's a telemarketer, and what happens is that numbers are autodialled. If you pick up but there isn't someone on the other end to speak to you, the call disconnects. It's very annoying.
The number looks quite familiar - I think it might be GE Capital (so chasing a card payment most likely)

It could be one of the automatic diallers from telesales companies. 0800 used to freephone but not sure about 08000. Ring BT and ask them about it, they should help you

They are a company who ring people at all times of the day to see when you most answer your phone- they then pass this info onto research companies and cold calling sales companies.
Go on TPS.co.uk / .com to take your phone number off these lists. (Telephone Preference Service) It is then illegal for these companies to ring you for marketing/sales

Its exactly what everyone else says. Have you tried dialling it back; its definately a freephone number? It can't be carphone warehouse because they got fined for doing this. I think this practice is now illegal
