It depends on the wave. If you give them a casual wave, it shows that you know they are there, and that you are most likely obeying the law because you know of their presence.
If you wave from the back of a car moving at 80 miles per hour, with a half baked smile and a 40, while your friend is mooning him from the front passenger seat, and your dog is driving the car.......well, that's probably NOT okay.

Not US police, they might think you need assistance. A thumbs up or a v sign might be more appropriate. In Baja California now we have the youngest of the military (required service) posted at check points holding automatic rifles. I smile and wave, sometimes they smile and wave back. They are standing in the sun, in hot uniforms wishing they were someplace else. Maybe a smile and a wave improves international relations at the human level.

If I drive pass a cop and they make eye contact with me I usually give them a quick salute.
I have done a quick wave or a nod of the head also. They don't think anything of it unless you have a smart look or a look of guilt. It is courteous.

Hehe, I think it is ok. I guess it depends what expression is on your face as you wave to them. Some might like it to brighten there shift but most will probably think it is being smart.

I wave at fire trucks when they go by; after 9/11 I just feel the need to.
