No you do have a choice... Check you yellow pages for suppliers in your area. BT can someytimes offer a spread connection service where you pay the installation charge over 5 instalments - 1 when you order and the remaining 4 over your next 4 quarterly bills.

BT are have been the primary installers of the line although this may have changed due to deregulation. I think currently your only choice is BT or Cable.
If you rent consider asking your landlord to go splits as his next tenant will benefit from it too
